With nearly one-quarter of the world population and one-fifth the total landmass, the way in which China develops in the coming decades will affect areas far beyond the country's borders. The burgeoning economic growth of China is generating swift urbanization-China's urban population increases by 10 million per year at an annual urbanization rate of 1 percent. In light of this rapid urbanization, the Ministry of Housing and Urban-Rural Development, which sets the guidelines for planning and developing China's urban environment, is facing the formidable task of designing a nationwide sustainable urban planning system that balances economic vitality, environmental quality, and social equity.
It is in this climate of change and opportunity, and upon the recommendation of the Ministry of Land and Resources, that the Ministry of Housing and Urban-Rural Development approached the International Sustainable Development Foundation to establish a five-year sustainable urban planning and design training program. The two parties developed a cooperative agreement to begin the training program in 2004.
The program curriculum combines the expertise of Portland State University faculty with the practical experience of government officials and business leaders. Field trips and site visits complement the classroom lectures, as the theories discussed are seen in real-world applications. Critical components of the Training Program include: two-way transfer of knowledge, hands-on learning, and peer learning among the Chinese participants. Specifically, the curriculum focuses on the importance of sustainability, urban and land use planning, urban renewal, affordable housing, green building, integrated transportation, public participation, and collaborative governance.
This program has attracted participants from 19 provinces/areas in China. Following is a participation map for this program:
